MITIGATION PROGRAM DESCRIPTION

The Mitigation Program establishes requirements for mitigation of existing eligible Floridan aquifer wells demonstrated to have been significantly impacted by declining groundwater levels caused by pumpage from the proposed Bryan and Bulloch Wells covered under the referenced Groundwater Use Permits. Below clarifies the qualification criteria.

To qualify for mitigation under the Bryan-Bulloch Groundwater

Sustainability Program (GSP), the claim must meet the following criteria:

The affected well must be a Floridan aquifer well within the Mitigation Area that was constructed and operational prior to April 1, 2025, or the date in which the first of the four proposed Bryan and Bulloch Wells, is placed into operation, whichever occurred last.

The impact shall have been induced by the new groundwater withdrawals from the proposed Bryan and Bulloch municipal wells which resulted in a significant lowering of the water level in the existing well.

Chronic lowering of well water levels below existing pump setpoint/depths

Non-Floridan aquifer wells, such as surficial or Miocene wells, and non-permitted agricultural wells are not eligible for mitigation under the Program.
